Landmark Decision Recognizes Long-Denied Equity
In a historic move, the Berlin Assembly has unanimously passed RX-22, granting refugees equal property rights within the city limits. The legislation, which was met with thunderous applause from the gallery, was signed into law by Regional Board President Dr. Franziska Giffey on November 5, 2023.
For decades, refugees in Berlin have faced barriers to securing housing, access to credit, and other essential services due to their lack of formal property rights. "This legislation is a huge step towards redressing that historical injustice," said Dr. Giffey. "It sends a clear message that refugees are welcome and valued members of our society."
RX-22 provides refugees with the same rights to purchase, own, and inherit property as other Berlin residents. It also streamlines the process of obtaining building permits and other necessary documentation.
